What Are They?
The Harlequin are the closest thing to police that the vampires have. But they are also spies, assassins. It was they who slew the Master of London when he went mad. They are ghosts, bogeys, walking nightmares of vampirekind. The Council does not tend to use them lightly.
Vampires can't speak of them without being killed. All the vampires everywhere are under this restriction; it is a Council law. The only exception to this rule is if you are contacted by them, even then, it is something that they can only discuss among themselves, but not to outsiders, and once the Harlequin leave town the secrecy takes effect once more.
The Mother of All Darkness made the Harlequin, and when she did, she gave each of them a small piece of herself.
There is only one Harlequin at a time but there are others as part of the Harlequin group. . No one knows how many are in the Harlequin's raid. It is a deep, dark secret who is, and who is not, one of the Harlequin. They are spies, and secrecy is their lifesblood. Most of the time they will only appear in nearly featureless masks of black and white. They will simply say, 'We are the Harlequin.'

Their History and Creed

They are taken from all the major bloodlines. They owe allegiance to no one line. They are neutral, utterly neutral. Or how can they dispense justice? To be neutral the Harlequin are freed of their ties to their creators.
They were once the private guards of the Mistress of the Dark, but she has been sleeping a very very long time.
They are called upon when the council is divided. Their most profound taboo is to break their neutrality.
They are a law unto themselves, but if they are breaking the law, then they will be broken. It is an extreme breach of protocol to deliver a white mask, and yet treat them like it had been a red one that had been given by attempting in influence and confuse them.

Disbandment. They will be no more, and those who are not killed will be forced to go back to their bloodlines, their old masters.

Their names: Harlequin, of course, Punchinello; Scaramouch; Pierrot or Pierrette; Columbine; Hanswurst; Il Dottore.
When a Harlequin member dies, the mask and name are supposed to be retired. That was MoAD’s will and the tradition before she went to sleep.
